It doesn't matter what I think. It's really common. Crack down on it, fine. But to start a crackdown beginning in an ethnic area that recently rioted is just stupid. The broken window theory in my humble opinion requires that you cite *all* the broken windows. Or if you can't or don't want to do that, at least avoid giving the impression that it's an excuse for bigotry. If they want to crackdown on turnstile jumping, hey, more power to them. Why didn't they start with the Latin Quarter, though?
