Remember in 1970 the National Guard was not trained.  they may have gone to 
basic training and advanced training, but the unit did minimal training.  My 
cousin who was in the same unit as I was, just 25 years earlier, said he saw 
his rifle once a year when he "qualified."  Everyone was pencil-whipped into a 
passing grade.  Thier idea od roit training was to line up on the parade field 
with batons and shields and walk across thefield saying back for an hour.

These were guys who showed up at drill and usually spent the rest of the 
weekend drunk.  Even in 1990 only the round out units were held to the same 
standards of training as the Regular Army.  That changed very shortly after 
that.
