I don't think so, and it is different from school to school, and state
to state.

In our case the University isn't owned by the state, we aren't state
employees. The state legislature and the people fund the University,
however the University sets the rules, and they can be more strict than
the state rules for most things.

They aren't really public property, Even if they are state institutions
the rules aren't governed by the legislature, these rules are governed
by the board of trusties, the staff and faculty senates and other
things.

Those choices don't always require legislature support.
