traditional print and design art books.
"best of the year" design compilations
"best of the web" website design compilations

The first and most important thing, for me, is to get a grasp for size
and space. everything you do should hold together in black and white.

Then, move into color, and learn how colors work together, how they
can be used to compliment, contrast, even clash. The difference
between warm and cold, and how color affects mood.

then move into typography, how fonts work to convey info and mood.

Most web designers skip these basics, and the end results highlights this lack.

Once you've got the basics, go through the compilations i mentioned,
and critique them. what are they doing wrong? right?

Then, as all designers do, steal, steal, steal.

Just my thoughts.
