Then the Adjutant General needs to either be cannd or can his disaster planning 
team.  Kansas is at the heart of tornado alley.  They knew they had a battalion 
of troops deployed and had less equipment than normal.  It was his job to 
PREPARE for several disasters, as that is what often happened in that state 
thistime of the year.

We need to ask why he was not prepared.
