I'm open minded about this, but I don't see ANY indications of
"winning" nor does anyone really define what that means ... so I'll
take a shot and you tell me where you disagree:

Mission:
-------------
"Winning" is a united democratic Iraq capable of governing and securing itself.

Metrics:
------------
Free elections, democratic unified government, rule of law, general
sense of security.

Resources:
-----------------
Foreign security forces and resources.

Based on the metrics we're at 50% complete and have been for a few
years.  It's the second 2 metrics that I don't perceive progress on.
So let's define the problem:

Barriers To Success
--------------------------------
Sectarian forces violently murdering Iraqi citizens, some of whom are
in the military and police forces.

Barrier Remediation Plan
---------------------------------------
Provide security as forces allow to both secure cities and the
borders, giving time for Iraqis to unify sectarians (ala Northern
Ireland).

Success, then, should be easily measured by

(1.) The level of sectarians in the gov't forces.
(2.) The level of attacks against civilians, and
(3.) The level of security on the border.

So the question is, are civilian attacks down and are the borders
secure?  Do we see progress there or not.?

I don't keep up on a daily basis, but I'd think all of these would be
easy to graph and/or get data on.
