I was too wrapped up in my own thing earlier to respond to this, but I was able to get on the site just fine. Could have been a bum DNS entry in your area or something, Bruce?
Dana, you're right, you do need to go to the closest office to do the actual transaction, but they do have an application on the site that you can print and bring with you to the office.
