Yes, either extreme isn't the best solution. You are not a psychiatrist, or a psychologist. Mental Illness can take several different forms and you are in no position to say what someone with a mental illness can or cannot do.
There are people in poverty who are in poverty through no fault of their own, whether you wish to believe this or not. Also, there are people that do NOT have the drive, the ambition or the attitude to pull themselves out of a debilitating and depressing situation. I suppose in your world those people should just die and let the capable folk carry on with the business of prospering.
