It's ambiguous, which means "Watch out, because they take it to mean the most restrictive interpretation -- which is why they made the law in the first place."
A "single function" doesn't have to be a single trigger pull. There are many devices (themselves designated as separate Class III Weapons in most cases) that can be mounted to the firing mechanism to convert a "single function" into multiple rounds fired fully-automatically from a semi-automatic firearm. There was a time when some even interpreted the semi-automatic firearm as a machine gun because it could be "readily converted" into a fully-automatic firearm when in the presence of such devices, even if they weren't mounted to the firearm. What's more, the ATF even looked at *both* the firearm and the device to each be separate "weapons," each requiring its own Form 4. A single function of some semi-automatic firearms right out of the box can and do produce short bursts of fully-automatic fire. Some of the SKS Carbines do this quite a lot, and even though it's a malfunction to you, it's a machine gun to them. Just think, "If they can at all possibly get me on even the slightest technicality, they will." After that, it's $25,000 in legal fees to have them even begin to see it your way. Trust me, guys: you need to call them and ask, and then ask an attorney as well. Why? Because you're going to sound like an idiot in court when you try to convince the judge or jury that "someone at the Secretary of State's office said it was okay..." Whichever party (Secretary of State's office or your gun law-competent attorney) gives you the most restrictive line, take that line.
