I live in Saratoga Springs, where I'm sure you all have seen the water on
your shelves around the globe. The city water is OK but by not by any means
Saratoga Water. Now the spring water might smell and taste like ass but it's
good for ya so I drink a cup here and there when I'm around one of the
springs.

Now, what I really don't understand, is this a ban on water the city
purchases outside of the city water sources or, a ban on all bottled  watter
consumed by city departments.

There is a difference here. Buying water is like buying soda or beer for
your department on the city. I would rather the water be free, you choose to
drink it or buy your own water.
