Probably ... it's the same way the credit card companies randomly add extra
charges to carholders' accounts betting that many of them won't notice and
just pay it.  I bet, in your case, that works well if the phone is a
business/corporate phone or something.  Whomever pays the bills doesn't know
the difference and just pays it.
