he weaseled his way out.

they most probably had him dead-to-rights on the charges he plead out
on, and so avoided having to make a case for the gambling and
racketeering; which while carrying much higher penalties also are
harder to prove I would imagine. By offering the plea they can chalk
up the "win," claim "justice has been served" and Vick reduces the
amount of time he spends in jail.

IANAL though, so it is only a guess...
