he weaseled his way out. they most probably had him dead-to-rights on the charges he plead out on, and so avoided having to make a case for the gambling and racketeering; which while carrying much higher penalties also are harder to prove I would imagine. By offering the plea they can chalk up the "win," claim "justice has been served" and Vick reduces the amount of time he spends in jail.
