If he is going for a desktop replacement, he needs the 17", unless he has a larger desktop LCD to use when at his desk.
I wouldn't buy a system without at least 2 GB of RAM, but that's for a developer system. Is he a developer? If he is just using productivity apps, 1 GB is probably fine.
