I'd be surprised if *ANY* congress approved the line-item veto because it gives a lot of power to the president. And every congressperson knows that even if its THEIR party in office, sooner or later it's going to be the OTHER party. The line item veto would be great if it could be only used to eliminate pork in the bills.
