welp... I just heard from someone who speaks English. They were
wondering about the Better Business Bureau complaint ;) After eight
months of patty-cake with canned email responses, BBB got someoen with
the authority to fix things to call me.

It seems that when the first card they sent did not reach me, they
cancelled it, but did not do it right. So my payments were going to
one account and the other one wasn't getting activated (AND was
dinging my credit by showing as past-due) because the payments weren't
getting posted to it.

They probably do specialize in subprime - there was a largish
activation fee I hadn't paid attention to, which is how you can be
past due on a card you  haven't received yet....

All in all not reassuring for the future, but hell, it will make an
emergency backup I guess.
