Pakistanis are mostly moderate and secular. The tribal territories are a
totally different story. Ultimately they will get back on course with
democracy. Even under military rule, rights have not been curtailed like in
Iran, where you can be detained for no reason, with no recourse to the
courts.

I still think we're more likely to see nukes being used by a hostile Iranian
state than anywhere else, but I agree that the risks in India/Pakistan are
not to be minimized and that the world should discourage proliferation on
general principle. We can't turn back the clock on countries that have
nuclear weapons, but we can work to reduce stockpiles in countries with
nukes, esp. US, Russia, and China, and we can actively discourage others
from buying into the nuclear arms race.
