You mean like Krupp, Mercedes and Solingen? The government directed production, 
but to an extent never "owned" it. For that matter during WW2 you might say 
that the Conservative/Labour coalition government owned the defense industries.

They were for a while, then the racism ideology superceeded intelligence in 
Germany at the time. The real weird thing is that throughout the late 20's and 
well into the 30's the Weirmach and the Nazi government used their alliance 
with the Soviets to develop new tanks and aircraft. They were receiving 
shipments of steel and raw materials right up to the start of Operation 
Barbarossa - the invasion of the Soviet Union.
