It was not an official announcement. It was leaked, then they had to 
explain what was going on. Like I said earlier, It would make me mad to 
think the government has a nuclear arsenal and no plans of how or when to 
use them.

Lets stop and thing about this. The military must have rules of engagement. 
These rules need to include all possibilities. We probably have plans to 
nuke Israel, Great Britain, Canada and Mexico.

What is wrong with having plans?
