Something in between or both. A government sweep of public housing which had official 'no pets' rules, but over the years many tenements had taken over care of strays that wondered in to the complexes. During the sweeps the residents where told to turn over the pets or face eviction. Then something happened. A contractor says he did not due this, but somehow some of the collected animals where thrown from a bridge rather then more 'humanly' euthanized.
