animal control "police forces" broke into a housing project (low income) that did not allow pets. forcibly took pets from homes, drove them to a bridge, then dumped them over the rail, to the ground about 50 feet below. then just left them there.
horrible horrible horrible. the "pets" were basically strays that people have taken in out the niceness of their hearts. apparently, there is a huge problem with feral animals in PR. the government won't do anything about the underlying problem, this must be their solution.
