Clinton would be a FP moderate-liberal since he believed in engaging
with other countries, but only militarily via the UN.

Bush would be a FP radical since he preemptively attacked another
country which, as it turns out, was without provocation.

So, yes, the label does mean everything if you use it correctly.  It's
been over a decade since I had PoliSci, but I'm pretty sure it's the
accepted term.
