Because they think they're simply in a cycle just like the last one. But they were mistaken. They didn't understand the mechanism behind the cycle. They had no idea the cycle was going to exponentially increase. That's the problem with cycle-theory: are you in a cycle or at the bottom of a J-curve? If you don't understand the mechanism behind the cycle you don't know.
