Actually it doesn't. It says they used to score lower on test but that's changing. So if Caucasian scores (or intelligence if you like) are stagnant and Blacks are constantly accelerating then who will be smarter in 20 years? Stupid point isn't it?
So desegregation is working or as some might think segregation was working.
