That's common with speed-control fans: they power on at the fastest (and
noisiest) speed possible and then kick into a lower RPM.

When the system get's hot they'll kick back up again... it basically becomes
a warning signal.  ;^)

Of course my old P4 3.06 ran so hot that the fan would kick up after ten
minutes of solitaire but newer processors are much better with heat.
