Yes.  It's not as feature-rich an FTP server as FileZilla or another 
dedicated piece of software, but you can give specific users rights 
(read only or read/write) to specific directories.  You can also add 
users in groups, but the interface is a little clunky.

I have each of the servers set up as a separate user, with read/write 
rights to its own backup directory on each box (one local to the servers 
at the colo, one in our office).  You could do something similar for 
clients.
