Outlook 2007 has problems with slow performance on many machines. There is an update by Microsoft to address this:
http://support.microsoft.com/Default.aspx?kbid=933493 The other tips are to ensure your .pst file doesn't get 'too big' (What is too big? In this age of Broadband and large email attachments why isn't Outlook 2007 more efficient?). Disable Add-Ins (why the hell do I have Add-ins if I need to disable them for performance reasons???)
