It's 3 things:

(1.) Collaboration and access.  Some jobs, especially creative ones,
are best done together.  JAD sessions, marketing design, etc are all
best done in room with whiteboards.  Also there can be many
information emergencies when you need the ability to bring someone
into a room.

(2.) Measuring progress.  As a manager, when you can drop by a desk at
any time and see where progress is, work through a few niggles, pass
along a few tidbits, you lower overhead.  That doesn't happen with
remote workers.

(3.) Management talent.  The best managers manage work not chairs.
Many times managers simply don't understand how to break down projects
and operations into chunks that are easily managed piecemeal.

And, as someone already said, work that can be done remotely is the
easiest to outsource.  But even when you need to be there for things,
that doesn't mean you always have to be at a desk.
