Which version?  In 2003 you would go to "File", "Page Setup" and choose the 
"Layout and Routing" tab.

This dialog contains all the options for this stuff.  The one that's probably 
frustrating you is at the bottom, the checkbox labled "Move other shapes away 
on drop."

That setting will rearrange other shapes away from a new shape when you place 
the new shape on the page.

There's a ton of useful settings in the various tabs here - pretty much 
everything general to a drawing is in here.  Little known things: you actually 
get a lot of control over linking styles and overlap styles (I like changing 
routing appearence to "curved" - I think it gives drawings a much more organic 
look).

It prevails because that's what the results of usuability studies indicate most 
people want.  It's really not more complicated than that.  I'm with you that 
it's a pain in the ass (I, also, like to personally manage all positioning) but 
I understand I'm in the minority.

I can't really consider the setting obscure... "Page Setup" contains all 
settings general to the drawing.  No matter what tho not being able to find 
what you want is frustrating as all hell.
