I do not think Netflix throttles you once the trial period is over.  
I.E. if the DVD is sitting there in inventory they will hold onto it for 
a period of time before sending it to you to slow down your usage.  But 
they may give priority to new people.  So that if there is only one copy 
of a popular DVD in inventory that two people request at about the same 
time, that the new person gets it first and you have to wait for the 
next one to be returned.

This is completely allegorical experience.  But since I do not care for 
the latest and greatest features that much; I can keep up a steady flow 
of older, more obscure red packaged disks going through my mailbox.  
Two, three day max, turn around on almost everything I have in my que.  
With a three disk at a time account I am seldom without a disk sitting 
next to the video box.
