b: something that causes agony or pain

America can try all it wants to redefine Torture and to change the
English language, and they can bully the UN and other countries into
going along with it.

It won't change the fact that Waterboarding is Torture, just as
smashing someone's fingers is torture.

Just as the Chinese Water Torture of having a single drop of water
fall continuously in one spot on a person's head is torture
(at least they have the balls to call it that).

If Spain started waterboarding US Citizens, it will magically become
Torture all over again.
