That explains it. I was assuming that since McCain had a navy career before 
politics his wife was a navy wife. They're issued to officers (Captain or 
higher) or so it would seem to the lower ranks.

Actually its just a term for a military spouce. It used to be a fairly strong 
subculture. On some bases they actually gave course to the officer's wives on 
deportment and conduct. For a more general explanation

military.
