Weasely as all fuck, but not illegal.

Mostly because there's never been a test case but also because they're
"open" about the policy and claim it's in direct response to customer
demand.  Here's the page with detailed information:

See - it's not shady behavior forcing people to use them as a service; it's
for our own good!

One the actual registration page this is linked from "Network Solutions
Protects you from FrontRunning!" box. 

Note that they DO ask if you want this - when you close the browser or leave
their site.  It's that incredibly dense, incredibly confusing JavaScript
pop-up window that appears when you leave their site.  My guess is that they
enable the feature by default so that if you've blocked the pop-up or
otherwise ignore it you've "opted in".
