1. Saddam beats the sanctions regime and re-establishes his WMD program. How about Saddam with a nuclear weapon and a war chest fueled by $100/barrel oil. 2. Libya never gives up its WMD program and eventually obtains its own nuclear weapon. 3. Iran is getting their own bomb anyway, that doesn't change. 4. Saudi Arabia, nervous about two bellicose and nuclear armed neighbors to the north and east, builds its own bomb. So, in this game scenario, we now have four new countries in the Middle East and North Africa with radical Islamic populations and nuclear weapons.
