If the policies that you are referring to are the ones where you pay people to murder innocent civilians, then you are absolutely correct that it is in direct opposition to ANY Western policy, as it should be. And don't be mistaken in your assertion. Just because their government supports and funds the promotion of murder, doesn't mean that we should respect it. The tenor of your comment was one of borderline support; that if it's their policy to do so, then who are WE to judge. I don't think that opposition to any such policy is a Western ideal but one that is human. Any promotion of murder is wrong, by ANY standard.
