1) Unless it is a GSM phone it will not work in Europe. She'll probably want
to buy a "pay as you go" phone over there. (somebody correct me if I'm wrong
here)

2) ATM cards, credit cards will work in Europe. Most American banks do the
currency conversion for you, on the fly, and issue the equivalent cash
through the ATM, she'll get the best exchange rate through the ATM.

3) International phone calls are expensive over land lines, I don't know if
the same holds true for cellular.

4) email is probably the cheapest way to communicate.

5) Make sure you make copies of all of her documentation (passport, drivers
license, birth certificate) in case she looses, or is robbed of any of the
above, it'll make it a lot easier when she has to get them replaced at the
embassy.
