In general there are 3 ways to use electric technology for conveyance:

(1.) Pure electric - plug it in and get the energy from some other
source (probably coal).  This is controversial because it doesn't
solve the energy or pollution problem - it just moves the source from
a little everywhere to a lot at power plants.

(2.) "Hybrid" technology or electric dual drive - i.e., the Prius:
combine battery/electric engines with gasoline engines, using both to
drive the wheels, in an effort to make gas engines more efficient.
This is controversial because many argue that gas engines just aren't
being made efficient on purpose, and a hybrid still requires that
gasoline engine.  That is, eating less every day of a limited amount
of food will extend your the time until you starve, but you'll still
starve to death.

(3.) Genset hybrids - this is where you still have a gasoline engine,
but its sole purpose is to charge the battery rather than drive the
wheels.

#3 seems the most viable to me since it comes closest to the promise
of "free power" given you could couple it to a "micro-power" source.

In that scenario, homeowners would use mini powerstations to generate
their own power: solar, wind, water and store it via a battery system.
 The car would become an extension of their free power, but they'd
have a genset in case they were stuck out.

Of course in all of these cases, you can substitute diesel for
gasoline and achieve even better results with the added benefit that
you've now laid the ground work for bio-diesel which would obviate the
needs for any of these electric technologies.
