I agree.  If you teach her chords so she can gain some proficiency with the
instrument from a technical perspective, she'll be able to determine what
she wants to do from there.  If she is committed and wants lessons, I would
recommend going with the Music and Arts Center (http://www.musicarts.com/)
if there is one near you.  The prices are reasonable, and they employ
professional musicians from the surrounding area to give the lessons.  I
took guitar lessons with them for a few months and was happy with the
results.

But it all comes down to how comfortable she is with the instrument.  If she
doesn't want to play piano, don't make her.
