Since there isn't currently any ban on solar projects, it won't effect
anything.  The Bureau of Land Management is currently processing 130
applications totaling more than one million acres of land for new
solar projects.  They have also stopped taking new applications till
they finish an environmental study, but no-one has banned solar
projects.  Where did you see that solar was banned?

The one project in California that I am aware of that plans to use
Stirling Engines has been in the works for a couple of years so I'm
sure it's among the one million+ acres worth of applications that are
currently being processed.
