Since there isn't currently any ban on solar projects, it won't effect anything. The Bureau of Land Management is currently processing 130 applications totaling more than one million acres of land for new solar projects. They have also stopped taking new applications till they finish an environmental study, but no-one has banned solar projects. Where did you see that solar was banned?
