I haven't tried parallels yet, but since I already have vmware fusion

well, that would go against the nested resource, unless of course a  
policy has another policy.....
but also to that effect http://mycoolapp.com/users/{userid}/policies  
will give you a list all the policies and http://mycoolapp.com/users/ 
{userid}/policies.xml will you give the xml representation...etc.

Maybe in a perfect world, but I think you run up against limitations  
of the language at times....e.g the lack of a null.
