I think the lack of maps comes more from a lack of data to map than anything, but I could be wrong. I found Yahoo's business directory stuff in maps to be totally useless in Marbella, and the map data itself was totally inaccurate as far as the location of our resort.
It would be extremely troubling indeed if Google were pimping the Russian point of view. Sergey Brin is Russian, born in the Soviet days, who knows? His family is Jewish, though, so I doubt there is a conspiracy from the top to exclude Israel from the maps.
