I didn't listen to him deliver it, I read the transcripts... the man
is making promises that the office he is running for can not deliver
on.  Sure, he can suggest legislation or even use the Executive Order,
but some of the things aren't even Federal issues!

Understand, the things I'm going to point out are taken DIRECTLY from
his speech last night.

Examples of things that he *can* directly deliver:
* Order troop withdrawals.
* Release natural gas reserves.
* Line by line review of Federal Budget
* Direct diplomatic changes through the State department
* Suggest higher military recruitment levels (to "Rebuild the military")

Examples of things that he can *not* directly deliver (they would
require Congressional or Fed. Organizational action):
* Change the tax code (mentioned several times)
* Provide grants, tax incentives and federal loans for energy research
(the $150b investment he mentioned)
* Provide grants, tax incentives and federal loans for companies that
do not move production facilities out of the US.
* Provide federal funding for early childhood education (UPK)
* Require tougher standards
* Increase veteran's benefits
* Provide congressional-level health care to uninsured
* Change approval policies of HMO's
* Change the FMLA
* Change bankruptcy laws
* Eliminate Federal programs
* Change Federal Program budgets
* Change welfare and welfare-to-work programs

Examples of things that he can *not* directly deliver (they require
private enterprise or state action):
* Ending dependence on foreign oil.
* Recruit "an army of new teachers"
* Control wages of educators.
* Lower health care premiums
* Re-Tool auto companies

There were a couple of things that he said that I can fully agree with, though:
"But I will also go through the federal budget line by line,
eliminating programs that no longer work and making the ones we do
need work better and cost less, because we cannot meet 21st-century
challenges with a 20th-century bureaucracy."

- and -

"Yes, we must provide more ladders to success for young men who fall
into lives of crime and despair. But we must also admit that programs
alone can't replace parents, that government can't turn off the
television and make a child do her homework, that fathers must take
more responsibility to provide love and guidance to their children."

Overall, it was your typical political speech, worthy of a campaign
rally.  What "wows" folks is his delivery method.
