U.S. intelligence officials said Iraq's military is converting trucks
provided under a United Nations exchange program for missile and artillery
weapons.
    The Iraqis have taken Russian and German trucks that were sent to an
Iraqi port last year and converted the vehicles into SA-3 mobile
anti-aircraft missile carriers and multiple rocket launcher artillery rocket
carriers.
    The conversion was photographed by U.S. reconnaissance aircraft and
presented to the United Nations earlier this month as evidence of Baghdad's
cheating on a program known as oil-for-food. The U.N. program allows the
Iraqis to sell off some oil outside of economic sanctions if the proceeds
are used to buy food and humanitarian goods.
    The intelligence on the trucks was used by Bush administration officials
to convince the United Nations to press Iraq to resume weapons inspections
in Iraq. Baghdad expelled the inspectors in 1998 following U.S. missile
strikes.
    The converted trucks had been televised by Iraqi TV during a parade and
showed them towing artillery that was identified as D-30 field guns, with a
range of 10 miles. Other photos showed dump trucks outfitted with heavy duty
hydraulic lifters that were to be used as missile launchers.
