The biggest problem with education today is not one bureaucracy versus
fifty, but that each school district has a level of bureaus, so you're
talking thousands of bureaucracies, and the bureaucrats are
incompetent at every level.  The Clayton County Georgia school board
is currently so bad that the county schools have lost accreditation,
jeopardizing the college admission of thousands of students.  A
federal standardized system of quality education, with teacher and
administrator certification,  consistent curriculum and current
textbooks would go a long way toward providing quality education, but
it's not gonna happen because the bureaucracy is so entrenched and the
unions have a strong lobby.
