No one wants to devote the resources needed to win there. The entire
country, such as it was, was destroyed over a period of 30 years. I
think it would require something in the $100-200 billion range at
minimum - just on infrastructure - to make a difference there.  The
question, as always, is who will pay for it. Right now, the answer is
no one, so Afghanistan lingers in the void.
