What I understood was that McCain floated the idea of selecting Lieberman and conservatives very nearly went berserk. I can't imagine that McCain would get that far without his staff's support.
With conservative commentators like Limbaugh and Dobson expressing underwhelming support for McCain prior to the VP pick, I can't imagine how McCain could be so dumb as to float Lieberman as a running mate.
