But rich people don't "leave".  They get dual citizenship and keep
pied a terres in the US.

London seems fairly popular, but the Scandinavian and Benelux
countries are getting popular too.  Easy flights, easy access to India
and Asia, lots of english speakers.  The EU is equidistant from India,
the US, and Dubai.

People looking to get dual citizenship choose countries with easy
requirements; e.g.,  German great-grandparents.  The beauty of the EU
is that once you have citizenship any country you can freely travel
and conduct  commerce in all.

It's already happened.
