Robert, much as I hate to say it, the Democrats in Congress were largely wussy and ineffectual when it came to most anything related to stopping the Bush agenda. They caved on FISA, though they put up a bigger fight on that one than the others, they caved on most of the issues relating to renewal of the Patriot Act provisions, they caved on funding the Iraq War, they just caved on offshore drilling. And they have yet to be able to enforce a supeona of any importance, bring impeachment charges, etc.
Congress *should* have an important oversight role, they should be a co-equal branch of government. But the Democrat majority has, sadly, been ineffectual. I wish they would grow a pair, to coin a phrase.
