Sure. A couple questions comes to mind:
do you want the server to compile and pass an audio file, do you want the server to compile and stream the audio file, do you want the client computer to handle the text-to-speech? Are you going to send complete sentences, or just phonemes? If a sentence, how long a sentence are you going to send (in seconds)? The place I go for these answers is the comp.speech newsgroup.
