The point of the comment was 3 fold:

(1.) The question is, was there any attempt to launch an international
attack?  That is, like 9/11, did a foreign terrorist group attempt to
infiltrate agents into the US for the purpose of terrorist attack
within the last 8 years?  Don't know, so we can't say we successfully
repelled it.  Or how.

(2.) Since we don't know "if", and therefore "how", we don't "what".

(3.) Anyone who does internet security can tell you, in metrics, who
tried to attack them when and how.  What are the metrics we're using
to judge attacks against the US?  Don't know.

Thus we can claim success at any and everything if we want.  Because
once you cross the line of being ridiculous - which your claim does -
you can't them claim to be reasonable.
