What matters is that she was so blissfully ignorant of the ethics of governing that she doesn't feel she did anything wrong. She wasn't even aware she was abusing her power, she was just throwing her weight around.
And while that might not matter much in dealing with employees as governor of a small state, it would be a horrific disaster if, goddess forbid, she somehow ended up as President of United States.
